1. General Provisions

1.1. These Regulations are introduced to provide students’ social support studying on a contractual basis, students from low-income backgrounds, students from areas affected by natural and man-made disasters, and children of the ARPC IUK employees.

1.2. These Regulations have been developed based on the ARPC IUK Charter, the Law of the Kyrgyz Republic “On Education,” and the regulations and orders of the Ministry of Education and Science of the Kyrgyz Republic No. 709/1 of October 27, 2005, “On Recommendations Approval on a Unified Approach to Providing Tuition Benefits to Students Studying in Educational Institutions of the Kyrgyz Republic on a Contractual Basis,” on the students’ and education system employees’ social protection, and the rules for applicants’ admission into the ARPC IUK.

  • This Regulation does not apply to students receiving a second higher education, studying by distance learning, studying on short-term courses (business school, preparatory courses and other short-term professional training courses).

2. Student Social Support Committee

2.1. The Student Social Support Committee operates on a voluntary basis.

2.2. The Student Social Support Committee members are appointed from among the ARPC IUK staff.”

2.3. The committee chair is appointed by the ARPC IUK President’s order.

2.4. The right to benefits is granted based on the recommendation of the Student Social Support Committee and is confirmed by a corresponding the ARPC IUK President’s order.

3. Conditions for Student Social Support

3.1. Students are entitled to social support by maintaining excellent and good academic performance, academic discipline, and active participation in the university’s social life.

3.2. Student social support is provided upon application.

Tuition fee Benefits are available:

For students from low-income families.

For students from large families.

For students from areas of natural and man-made disasters, if declared by the Kyrgyz government as emergency zones. To qualify for social support, documents confirming material damages incurred by their parents, confirmed by the Ministry of Emergency Situations, are required.

Students studying by contract whose parents work at the ARPC “IUK” and who have made a significant contribution into improving the quality of specialist training and research, as well as who are actively involved into the university’s social life, may be granted a tuition fee Benefits.

Students who win subject-specific national olympiads and winners of national and international sports competitions may be granted a tuition fee Benefits.

For students who excel in their studies.

3.3. Benefits are reviewed by a committee and submitted to the ARPC “IUK” President for approval.

3.4. Benefits may be granted as exceptions in other special cases if there are grounds that the commission considers sufficient.

4.Tuition Fee Benefits for First-Year Enrollment

4.1. Applicants with first-place Republican School Olympiad diplomas for the final year are exempt from tuition fees by 50%, and second-place Republican School Olympiad diplomas are exempt from tuition fees by 25%.

4.2. Applicants with a High School Diploma with honors, or first-place diplomas from the Bishkek city and regional school olympiads for the final year are exempt from tuition fees by up to 25%.

5. Benefits Types and Amounts

5.1. Persons Categories for Social Support:

  • Students whose parents work at the ARPC IUK — 50%
  • Orphan students under 22 years of age — 100%
  • Students from large families, those without a parent, or those with a heroine mother.
  • Families with five or more minor children or children studying at universities and vocational schools — 25%
  • Students from low-income families whose parents have disabilities, are incapacitated due to health reasons, or are without a parent
  • Families with children studying at universities and vocational schools. — 10-15%
  • Students with disabilities of Group I — 100%
  • Students with disabilities of Group II — 25%
  • Students whose parents were involved into the Afghan, Batken, April events, and the Chernobyl disaster — 30%
  • Athletes:
  • World Champions and Olympic winners — 100%
  • National Champions and winners of Republican Olympiads — 50%
  • Winners of International Student Olympiads in various disciplines — 25%
  • Students with excellent academic performance
  • After the first year, two semesters with excellent academic performance — 10%
  • After the second year, four semesters with excellent academic performance — 25%
  • After the third year, six semesters with excellent academic performance — 50%

6. Procedure for Granting Benefits

Benefits are granted based on the decision of the Benefits Committee, established by order of the ARPC IUK President in case of funding availability for the ARPC IUK.

6.1. The tuition benefit is granted for one academic year based on the academic performance of the previous semester.

6.2. The committee meets once per academic year – at the beginning of the academic year.

6.3. Petitions for benefits are submitted by the Dean of the ARPC IUK Faculty.

6.4. Students who retake the exam with “A” grades are not eligible for benefits as excellent students.

7. Documents required for social support.

7.1. For children of the ARPC IUK employees:

  • Student application addressed to the President for benefits;
  • Student reference from the Dean of the Faculty;
  • Parents’ salary certificate;
  • Reference for the employee applying for benefits for the child’s tuition, signed by the head of the structural unit;
  • Family content certificate;
  • Copy of the student’s academic record;
  • A certificate from the HR department confirming the length of service of the parent who works at the ARPC IUK.

7.2. For orphaned students left without the care of both parents:

  • Birth certificate (copy);
  • Notarized death certificate of the parents (copy);
  • Certificate of residence and family content.

7.3. For students from large families left without one parent:

  • Birth certificate (copy);
  • Certificate of income and financial status of the parent;
  • Death certificate of one parent (copy);
  • Copies of children’s birth certificates;
  • Certificate of residence and family content;
  • Certificates from the children’s places of study

7.4. For students with disabilities of groups I and II:

  • Conclusion of the Medical and Social Expertise Commission on loss of ability to work (copy);
  • Pension certificate (copy);

7.5. For student athletes – national and world champions, winners of Republican Olympiads:

  • Petition from the Dean of the Faculty and the Head of the Physical Education Department of the ARPC IUK;
  • Copy of the student record;
  • Certificates and other copies of documents confirming existing awards

7.6. For students with excellent academic standing:

  • Reference letter and petition from the Dean of the Faculty;
  • Copy of the student record;
  • Copy of the grade book (certified by the seal and signature of the dean).
